My new snake seams to spend all his time hideing in the cold end of the tank is this ok?

Maybe he just prefers the hide :)

your warm end temp is fine, some snakes do prefer to sit in the cold end

That temp is fine - assuming you are measuring it with a digital thermometer which has it's probe in contact with your mat. If you are using one of the dial temps which only measure air temps then it would be too hot for her on the surface.
