In theory yes. Frozen raw food can be re-frozen safely if it was thawed in a cool temperature. However it is not something I would do as there is an increased risk of bacterial infection once re-thawed.
it can be re-frozen, some snakes actually have a pference for frozen, thawed, re-frozen and re-thawed mice. as long as it wasn't thawed and left a long time before re-freezing it there shouldn't be a problem, snakes would eat a prey item a few days old in the wild.

Re-freezing once should be ok, but anymore would be too risky I would think. Snakes have very tough tummies but then mice arn't really expensive to replace so I guess it depends on preferencs.
Q: Can I safely refreeze rodents? A: Yes as long as they are not too 'gamey' or rotten. Snakes in the wild are opportunistic and will eat carrion. One of my Ball Pythons actually shows a preference for rodents that have been frozen/thawed twice.
