If he is a he, its normal breeding season behaviour unless he is very young.

As for shedding their bellies turn milky first them they dull and his eyes will gone cloudy and then he will clear and normally shed within the next week.

Some times snakes are overly active, off their food and sit in their water bowls because it is too hot in their viv, what is your set up like?

As no one has mentioned it yet have you checked for mites.
Sometimes the rubbing and soaking is an indication of mites this is due to them irritating the skin of snakey.
Check the water bowl for signs of dead mites and also check snakey the easiest way is to run your hand over the snake over a peace of white kitchen towel any mites will fall off on to the kitchen towel being dark they will show up easier against the white of the towel.
If you don't find any you can at least rule this out as a possible cause.

This is the sticky on it in the health section if you do find mites there are stickys explaining how to get rid of them.

He may have had them when you got him, or if you use aspen sometimes they can come in that I think. He may not have, it may just be the temp is a little high as Georgina said, but it's worth checking.

You are right mites can come in the substrate also off of clothing as well.
It's worth checking for mites just to rule them out.
Like Georgina said try turning the temp down a degree aswell.
