It should feel warm when you place your hand directly on it. In fact if they are not attached to a thermostat they feel very hot to the touch.

What temps are you reading off the mat and what temp is the thermostat dial set to?

Oh, just a thought, do you have digital thermometers and a thermostat as I know some starter kits don't include them but you will need them.

Is it a faunariam or a glass vivarium or wooden vivarium? You don't mention a thermostat for the heat mat. This is an essential piece of equipment and it is not safe to use the heat mat without one.

the mat should be run through a thermostat to control and maintain the temperature, it will only feel warm to touch if you have cool hands, the best way to monitor it is to get a digital thermometer and place the probe on top the the substrate (bedding) above the heatmat

They don't really feel as warm as you're probably expecting. Are you going by touch,or by a thermometer?
As said above you really need to have the heat mat plugged into a thermostat which will prevent it from overheating, and a digital thermometer for monitoring the temperature.
