It depends - What housing do you have?
With RUBs/Fauns; the heatmat will go outside.

Wheras if it's a wooden viv.. Then inside

Also may I add;

it covers 1/3rd of snakes house. also at each end need a hide. this makes a hot and cool end and snake feels secure in each end with the hide, even if it just an old toilet roll.
