normal in what sense?

if the skin isn't removed then it's normal for it to go necrotic and drop off.......... the stuck shed restricts the blood flow in the tail until it eventually dies and the tail tip often comes off with a subsequent shed.

is it normal to let a snake get into that condition? NO! it's poor husbandry

as long as it's just the tip of the tail, not higher up near it's vent, it shouldn't cause any real problems. but in the mean time you can clean it with Vetadine/Tamodine and use paper substrate to try and keep the area as clean as possible
