Hey I like to keep my snake outside the housing, is that okay or should he always be under the heat lamps?

No its fine to have him out for a while. Not for hours on end though!

just leave him in his house for 48 hours after a feed, he'll need the warmth to digest and you risk a regurge handling too soon after a feed
