sounds like your substrate could be too thick really you only want just over a sprinkle over the heat mat

a digital thermometer with probe placed directly on the heat mat is best

If you are getting the right temp on a dial thermometer not touching the ground the heatmat is manageing to heat the air to 28oC or whatever you have it reading, to do that the mat must be absolutely kicking out so much heat its no wonder its turned up so high. Thermostats are a bit out with the temps but not by that much you must turn it down, stick the dial thermometer flat on the mat for the closest to true reading you will get from one of those.

The lucky reptile themo control I use is pretty accurate so if you have it set to 39c then I would say that is probably what the temp is. Remove the substrate so only a sprinkling over the mat and set the stat to 28c.

I would turn the stat down a couple more degrees, a lower temp is better than a hot temp, I always find my stat are set a couple of degrees under the actual temp. X

Put the dial on the mat, directly. Set the stat at 26 - 27 and you should be fine, you can put off feeding a couple of days if you want x
