My hypo lavender is 66% ph stripe. If I paired him with a full stripe female of any morph and got a baby stripe anything from them, that would prove he's definitely het stripe wouldn't it?

There may be a project in the pipeline

yep
though if you don't get a stripe in the clutch it doesn't strictly mean it's not het stripe as percentages of predicted offspring are just a likely outcome and you could be really unlucky and not get a stripe despite there being the potential there!
