i have a corn snake approx 2 yrs old..
it is very inactive most of the time..
it has a heat mat and a large water bowl and wood shavings with some plastic greenery ..

the only time it seems to move around is just before a feed and just after then it just stays in the same place?

is this normal?

i kept snakes before and they were corns and were quite active

is the temp high enough? i reckon that thermostats are a good idea... then again he could just be quite a chilled (not in a temp sense...) snake...

wood shavings is not a good substrate to use unless you mean aspen. You could use either orchid bark, beech chippings, aspen or hemp.Have a look at this link for more info.

my corns aren't very active either. they just like to hide away all the time. they are only active for a while at night or when i wake them up(accidentally)

shavings are a definite no-no, they're toxic to snakes! what are your temps like and how often and what do you feed him?
cooler temps can make them sluggish, and well fed snakes have no reason to be active. having said that he's probably most active while you're asleep.
