I help to look after an elderly gent, and he has guppies in the tank i gave him. They can give birth to 30-40 live young every few weeks. I take the guppies out and feed them to my catfish put them in my little tank.
Get a small catfish in a 18inch tank, and put them in there every few days, when catfish gets to big for tank, sell it, then buy another little one and still have 20 quid left over as well.
