I think the licence thing could be a good idea, but it should be EVERYONE has to have them that keeps them. The reason I say this, is because i used to keep South Australian Crayfish, blue lobster to everyone else, and I had to have a licence for them, but when I gave one to a friend, he didn't, and he only lives 5 miles away from me!! The reason for that was because of my POST CODE! and because i live about 500 yards from the River Stour I have to be licenced, but because he doesn't live near it, he doesn't need to be.
Basically because i lived near where they'd thrive if released into the wild i had to have a licence. So if you live in london, you don't need a licence, but if you live near a field, you do.
