no, because both parents need to pass down amel AND charcoal - that pairing would give you normals all 50% possibly het amel charcoal :( |

if you want to go the 'project' route with your amel you can breed him with a charcoal which will give all normals het amel charcoal, keep a few pairs/trios and breed them to each other when they're old enough and you should get a good mix of normals, amels, charcoals and a few blizzards :) |
