Is there any way of stabilising the temperature or is this always going to happen because the sensor can't pick up just the heat from the heat mat?

I had this napped when I had a microclimate on/off stat and it was because the stat was letting the mat get to a certain temp, switching it off and allowing it to drop a number of degrees before switching back on. I wasn't happy with that and changed to pulse stats and now my temps are virtually stable.
Are the probes for the thermostat and thermometer together, laid flat on the heatmat?
