 Advice on retained shed please?

I've had my carolina corn -Loki- for about three months now, I bought him from a girl who, in my opinion, wasn't caring for him properly. He has retained shed on the tip of his tail, prob about 1cm in length. I think he's had it for a while before I bought him. I've tried removing it with wet paper towels, wet bathroom towels and it's not budging! You can actually see that its digging in now and I don't think he has any feeling in the very tip. PLEASE can someone advise me on how to deal with it!! He's due a shed in the next week or so and I really think he's going to loose the tip.

put a small amount of baby oil between you thumb and index finger and sort of softly massage it into the bit thats retained. it should soften up the skin and lossen it up a bit.
