Pop him into a warm damp pillowcase for 30 minutes then check on him if the rest of the shed has still not come off leave him a little longer. I had this happen to me with an adult and discovered that the light on during the day was drying the air out too much. I use no lights now and no more shedding problems. Make sure you secure the top of the pillow case well. Don't want an escaped snake.

my corn snake has shed really really bad-its off his head but flaky all over his body.

If all the skin is off then the chances are it ripped on something while he was shedding. Check the pieces of shed for the eyecaps and the tip of the tail, these are usually the most problematic bits.
