Kitchen roll is what we used to use thinking about it (long while ago). We then moved onto none toxic compressed natural cork sheets! Looks good and is fairly water resistant and easy to clean! Used this for a long long time, only changed it because my bro made a flooring himself.
You get the cork sheets from most modelling/miniature railway shops or websites! Cas be cut to fit the size of your tank/viv.

i spoke to our rep vet today and he advised NOT to use newspaper as a substrate as the ink never dries and can actually be toxic to all reptiles especially those with feet as the ink sinks into their skin and dyes their feet purple then they try to lick it off , ingesting the ink into their systems, he also said if u dont want to use a wood based substrate then the best thing would be a plain white kitchen roll x x

As herriotfan said, newspaper would be best at that age. Loose substrate is bad for beardies, especially young ones. They are messy eaters and can injest it which causes impaction (blocks them up and can be fatal). Also they tend to go around licking everything to see what it is, and can pick up pieces and swallow them by doing that.
Gorgeous little fellow though, we have a 1yr old beardy and they have soooo much character! Eat a LOT though whilst growing. Will be fully grown within/around 12mnths! It's unbelievable!
