If i glue a bit of foam under a salt dough shelf, what do i have to do to it? primer,paint,varnish?

I made my crestie feeding shelf, its not very thick, i had weak magnets that held it, but it kinda er flopped. So to give bit extra support underneath, gonna use bit of foam glued on it, I looked to see if it had to be grouted, but can just be painted, then varnished. I now have decent magnets though
